中华慈善大会介绍

 The China Philanthropy Conference

(一）背景和目标

    为贯彻落实党和政府关于发展慈善事业的重大决策，呼应社会各界关于发展慈善事业的强烈愿望，切实发挥慈善事业在构建社会主义和谐社会中的重要作用，本着政府推动、社会参与，政府、企业、民间组织协同合作的原则，民政部将于2005年11月20-21日举办"中华慈善大会"（下简称"大会"）。

    大会以"携手慈善，共创和谐"为主题，通过党和国家领导人发表重要讲话，发布《中国慈善事业发展指导纲要》，表彰"中华慈善奖"获得者，举办NGO论坛，展示慈善事业发展成果、举办慈善义演晚会等系列活动，向社会发出政府支持发展慈善事业的强烈信号； 同时，大会还将在大力弘扬中华民族扶贫济困的传统美德和慈善文化，激起民间组织和社会各界参与慈善事业的热情，形成慈善事业光荣、神圣的社会氛围；推进慈善政策的完善和落实，促进慈善组织的健康发展，开创慈善事业的新局面，为构建和谐社会贡献力量等方面发挥重要的作用。相信这将是一次高规格的、具有轰动效应和长效社会影响的发展慈善事业的动员大会。

（二）举办方式和参会人员

    大会将在北京举行，为期2天。

    本次大会在举办方式上充分体现出政府推动，社会参与的特点：民政部除了调动各部司、局的精兵强将主办这次盛会之外，还极为重视发动民间力量共同参与筹备。大会的重要组成部分NGO论坛、慈善成果展示、慈善晚会等将由中华慈善总会主（承）办，中国社会工作协会、中国青少年发展基金会、中国扶贫基金会、中国国际民间组织促进会、爱德基金会、NPO信息咨询中心等民间组织协办。

    大会将商请中央有关部门，邀请联合国机构、有关国际组织和国内大型企业作为支持机构。

    大会将邀请新华社、人民日报、中央电视台等新闻单位和国内重要网站作为宣传支持机构。

    党和国家领导人、政府有关部门以及国际组织代表将出席本次大会，其他参加会议人员包括国内外慈善组织、相关社会团体、基金会、企业、知名人士、著名慈善家代表；解放军代表；社会各界及专家学者代表；为慈善事业做出突出贡献的组织和个人代表；慈善事业的受益者代表及新闻媒体代表等。

（三）会议日程

  1、开幕式

    地点：北京人民大会堂。请党和国家领导人致辞，民政部部长李学举发表讲话；邀请国务院有关部门领导和国际组织代表发言；NGO代表发言；发布《中国慈善事业发展指导纲要》；表彰"中华慈善奖"获得者。

  2、NGO论坛

    旨在弘扬中华慈善文化和理念，探讨慈善理论，推动慈善政策创新、法制建设和慈善组织能力建设，发展中国慈善事业。论坛由6个专题组成，包括：

  （1）三大部门（政府、企业、民间组织）协同论坛；

  （2）慈善立法和政策创新论坛；

  （3）志愿精神论坛；

  （4）企业社会责任论坛；

  （5）慈善募捐与国际交流论坛；

  （6）慈善组织行业自律论坛；

  3、中国慈善事业成果展示

    通过图片资料片等形式，展示我国近几年慈善事业发展状况、优秀慈善项目和慈善救助成果。

  4、大型慈善义演晚会

    地点：中国剧院。由民政部、广电总局、解放军总政治部和中国文联主办，中华慈善总会、中国红十字会和中央电视台承办, 有关NGO和支持企业协办。晚会将以较高的思想性和艺术品位，追溯慈善传统，展现慈善成果，诠释慈善理念，宣扬慈善精神，描划慈善事业发展的美好前景，以求产生良好的社会动员效果。

  5、闭幕式

   邀请全国人大、全国政协的领导参加。会上由各专题论坛代表发言，慈善组织签署《慈善组织自律宣言》，企业界代表签署《企业社会责任倡议书》。

（四）会议主要成果

  1、发表《中国慈善事业发展指导纲要》；

  2、表彰"中华慈善奖"获得者；

  3、提出推进慈善事业发展政策改革意见：

  4、慈善组织联合签署《慈善组织自律宣言》；

5、企业界代表签署《企业社会责任倡议书》；

  6、编辑出版慈善论坛文集。

（五）会议组织保障及系列活动

"中华慈善大会组织委员会"已于日前成立，由民政部贾治邦副部长和中华慈善总会范宝俊会长担任主任，民政部办公厅主任窦玉沛、救灾救济司司长王振耀、中华慈善总会副会长徐永光担任副主任。组委会设秘书长，由王振耀、徐永光兼任，具体负责大会的筹备。组委会下设秘书处，负责大会的总协调。秘书处下设宣传组、政策文件组、论坛组、表彰评审组、会务组、晚会组、筹款组等工作小组，成员包括民政部相关司局及相关NGO负责人、专家。筹备工作已在紧张有序的进行中。

The China Philanthropy Conference

I. Aim

With the aim at implementing the fundamental policy on philanthropy development, accelerating charity development, enforcing the important function of philanthropy for a harmonious society, and promoting the cooperation among government, the business sector and NGOs,  the “China Philanthropy Conference”, organized by the Ministry of Civil Affairs (MOCA), will be held on November 20th, 2005 in Beijing.

On basis of the government promotion and public participation, the government is going to send out a strong signal demonstrating the enhanced attitude towards the philanthropy by advocating China’s traditional virtue of care for the needy and charitable culture and evoking the NGOs’ enthusiasm on participating in charity activities to create a glorious and sacred atmosphere for philanthropy. During the conference, the harmonious society will be emphasized by facilitating the perfection of charity policies making, promoting the sustainable development of charitable organizations, and stepping into a new philanthropy period. We are expecting a high standard meeting with intensive sensational effect and extensive social influence.

II. Participation

Giving prominence to the theme “cooperating in philanthropy for a harmony society”, the programs or activities will be arranged as issuing the “China's charity award”, holding NGO forums, exhibition on charity development and philanthropy performance. The activities, as the NGO forum, charity achievement exhibition and philanthropy performance, will be jointly organized by the China Charity Foundation, China Association of Social Workers, China Youth Development Foundation, China Foundation for Poverty Alleviation, China Association for NGO Cooperation, Amity Foundation, and China NPO Network.

The related ministries of the central government, UN agencies, national and international associations and enterprises will act as supportive organizations. News media such as the Xinhua News Agency, People’s Daily, CCTV and some websites will be invited as tendentious support organizations.

Representatives from the government departments and international organizations will be present at the conference. Representatives from national and international charities, related social organizations, foundations, enterprises, PLA, experts and scholars and  those from organizations and individuals making great contributions to charities and beneficiary representatives of charities and news media will be invited as well.

III. Program

l        The conference will last two days. The opening ceremony will be held on November 20th, 2005 at the Great Hall of the People. Mr. Li Xueju, the minister of MOCA, will give a key speech and representatives of related departments of the State Council, international organizations and NGOs will make speeches as well.  

l        At the conference, “The Guide of China's Charities Development” will be released and “China's charity award” winners will be honored.

l        NGO forum is composed by six sessions---a cooperation forum (government, business and civil society), a charitable legislation and policy innovation forum, a volunteer spirit forum, an enterprise's community responsibility forum, a charitable contribution and international exchange forum, and a charity organization self-discipline forum.

l        A charity achievement exhibition on the development of China’s philanthropy, the organizational construction, the institutional improvement, the introduction of projects and the result of humanitarian assistance in recent years will be shown with photos and other materials.

l        Representatives of charity organizations will sign “the declaration of self-discipline” and the enterprise representatives will sign “the enterprise social responsibility manifesto”.

l        During the conference a large-scale charitable performance will be shown.

IV. Expected Outcomes
A. Releasing “The Guide of China's Charities Development”；
B. Honoring “China's Charity Award” winners；
C. Announcing the achievement of the development of charities and policies reform：
 1) To announce the administrative situation of donation workstations and the situation of the delivery of raised money to non-governmental charitable organizations
 2) To announce the registration situation of private foundations and non-governmental welfare organizations
 3) To announce the situation of social welfare organizations with subsidies provided by the government.
D. Jointly signing “the declaration of self-discipline”；
E. Signing “the enterprise social responsibility manifesto” by enterprise representatives；
F. Editing and publishing the collected papers of the forums.

V. Organizers and Coordinators
At present, the “Committee for the China Philanthropy Conference” has been established. Mr. Jia Zhibang, vice-minister of MOCA and Mr. Fan Baojun, secretary-general of the China Charity Foundation, have been appointed as directors of the committee. Mr. Dou Yupei, director of the administration department of MOCA, Mr. Wang Zhenyao, director of the Department of Disaster and Social Relief of MOCA and Mr. Xu Yongguang, vice-secretary general of the China Charity Foundation are appointed as deputy directors of the committee. Mr. Wang Zhenyao and Mr. Xu Yongguang are assigned as executive directors in charge of the preparation of the conference.
The committee has set up a secretariat, with Mr. Wang Zhenyao, Mr. Xu Yongguang and Mr. Shang Yusheng taking in charge of general coordination. The secretariat has the groups of publicity, policy making, forum, evaluation, conference affairs, charitable performance, etc. Staff members include the Ministry of Civil Affairs officials from relevant departments and relevant NGO directors and experts. The preparation work for the conference is proceeding with intense working efforts.
